Between 2012-15, CSEI undertook the first-ever study of CLOs ‘Deepening Democracy and Development, supported by the UNDP, India. The study mapped 1000 CLOs across 9 states and further studied 175 to understand the rationale in initiating the CLO, core concerns, identified strategies, challenges, and success stories in sustaining the work.
